The hidden meaning is that Minister 'D' and Dupin were in actual fact brothers (referrence to Greek mythology / Thyestes & Atreus). They are both cut from the same cloth but Minister'D' is openly nasty wereas Dupin's real character is hidden (why did he not return the letter as soon as he came into possession of it? why did he wait until the Prefect 'dropped by' (with no appointment)? why did take monetary reward for the return of the letter?) It was an act of revenge for an incident which occured in Vienna
